I don't suppose it would've helped to tell you to post in the Questions Problems and Feedback Area?  

To make a new thread begin by making sure you are on the forum main page and not a search result page such as Todays Posts or My Posts.  You can do that a number of ways, but clicking on the forum logo is the easiest.

Then scroll down to the section you want to start a thread in.  Click on it and it will open that portion of the forum.  If you want to post generally in that forum scroll down to the bottom of the list of subforums where you will see a "Post Thread" button on the  lower right.  Use it. 

Should you want to post in a subforum click on that subforum,  scroll down and use the "Post Thread" button on the lower right.

In the meantime, why don't you chose the forum you want this thread in, and report the thread with a request to move it there.  Use the report button under this post to do that.
