Yes He did, yet because they had free will He still gave them the opportunity to chose to do the right thing. He did not force them to chose one way or the other, He has the power to do that, instead he was letting them determine their future regardless of what it would cost Him in the future. It cost Him dearly.
No, he gave them the brain chemistry that would lead them to do specific things. He gave Adam the just right amount of testosterone and other personality changing chemicals that would ultimately lead to the original sin. If I program a robot to do exactly what I thought it would do, and then get mad at it for doing it.
