You know what I have never heard in my life? Anybody say "All Muslims are terrorists" Nobody has ever said this. It's like people are arguing against a statement that has never been made ever. It's dishonest and distracting from the real problems that we have with Islam. Mainly that it preaches morality from the 6th century. Here in the UK, I've certainly read posts which strongly imply that 'all muslims are terrorists', 'all muslims want sharia law', 'all muslim men are wife-beaters' and suchlike; I don't know about how often the specific phrase is used. It's also true that the application of certain anti-terrorist legislation has resulted in 'profiling' techniques which imply that 'all muslims are potential terrorists'. I don't think any politicians have come out and said it and I'd be surprised if they'd plan to display such open bigotry (someone might do it by accident!). So the claim exists. I'm glad that it's apparently more common-place to find online content which decries erroneous generalisations of muslims!
