Speak for you own experiences. They may not go out of their way to breast-feed in public, but it gets more and more common in every place. Without any secrecy. And, as I said, I don't have any problem with it, unless it's in a restaurant.
Why would it need secrecy exactly? It's not something immoral or hurts anyone. Asking a mother to not feed her hungry child because a pervert may get perverted thoughts is pretty much the same as those barbarians in the middle east keeping their women in potato-sacks (read burkhas) to avert perverted gazes.
