There are a variety of things that people actually do. If someone really does something that no one notices, obviously, no one complains about it. Some people, though, make a show of what they are doing. People might object to that.
Then, of course, there are in-between sorts of things, and how people will feel about them depends on exactly where in between we are talking about, and the personal preferences and inclinations of the observer(s).
As far as nudity is concerned, I think that any time a man is allowed to be shirtless, a woman should be allowed to be shirtless. I do not, however, have a problem with a restaurant requiring that their customers wear shirts. In fact, I prefer restaurants that have such a requirement.
