They claim they thought it was a "hoax bomb". Why? Was he not sitting there, going, "Hey no it's a clock. See? It tells time. I made it."?
That means they sat in a room with the device, knowing it was not an explosive, and refused to believe him that he had built a clock, himself. They sat there with him in the room and called the police on him because they just couldn't believe a little brown Muslim had done something smarter than their own capacities.
A hoax bomb, like a real bomb, needs something that is supposed to be the explosive part. Electronics are not bombs. They can be used as a part of a bomb, but not being explosives, they cannot be a bomb on their own. Anyone with even a basic understanding of electronics knows that electronics are not bombs. So even if you have no clue what some circuit board does, you can know that it is not, by itself, a bomb.
