Evil exists as the inversion of good. A good person will save or help someone, an evil person will kill or harm someone.
Most humans are predisposed to compete with but also look after their fellow humans. Its a sort of pack instinct. While this often lends itself to good it can also lend itself to "evil". Good is maternal, evil is predatory.
I suspect the question behind the question is; Can someone be purely evil? Yes.Through a variety of sociological and psychological factors its entirely possible to affect any normal individual to the point where the merest notion of helping another human being causes them migraines. A person incapable of happiness or compassion. Someone who violence and malice comes to as naturally as breathing, infact the very thought excites them. Their blood races, their heartbeat quickens. They gain pleasure from it. Theres alot of people like that walking around actually.
