I honestly don't think it will ever happen. There are so many factors contributing to this problem that it would take well-thought, comprehensive reform to truly address the problem. Our government can barely sustain itself let alone tackle a problem as complex as this.
Plus, there's a deeply rooted distrust of our government in our culture, which is warranted to some degree, but many people see any intervention on guns by this distrusted government as leaving them vulnerable and violating their rights. I've actually met someone that only votes for who the National Rifle Association tells him to, because guns mean that much to him. A lot of Americans don't want any gun regulation no matter what happens. Some like to think our easy access to guns doesn't contribute to the problem, and some just don't care.
Even if the open windows of science at first make us shiver after the cozy indoor warmth of traditional humanizing myths, in the end the fresh air brings vigor, and the great spaces have a splendor of their own - Bertrand Russell
