Sure is, but that's not the point. We have limited resources. Can the resources that would be needed to keep guns completely out of the hands of mentally unstable people be better deployed? That's the question. Everything comes with a price tag.
ETA: You could post pictures of a couple drunk-driving accidents that killed ten people and likewise ask how many people need to die this way before the government finally keeps booze out of the hands of drunk drivers...but I don't see Boru or anyone else doing that.
