I don't know about the law where he is but whenever I've been to Amsterdam and gone into the peep shows or "adult interest" stores, it is clear that masturbation in the little private rooms is allowed. I'd also like to point out the only thing that Amsterdam has to offer that I have partaken in is the drugs, the more seedy side I have merely been a high as a kite observer.
