I love it that the dad thinks signed certificates like this actually mean anything.

I remember watching some movie about McCarthyism, and a man accused of being a Communist sympathiser refuses to sign a loyalty oath, saying "If I was really a Communist in this situation, do you really think I'd hesitate for a second to sign this?" It feels like it's the same thing here.
