i watched news last night until were there any more attacks last night i heard there were 7 attacks you cant declare war on isis unless the french president is going to do what Bush did i dont see them doing that or i hope not anyways . so far the war on terror has produced more terrorists than have been eliminated . anything that involves carelessly bombing civilians is not going to decrease terrorism the only way to fight terrorism is to identify the sources of terrorism and eliminate that instead of trying to put a bandaid on the symptoms and obviously it has a lot to do with religion tolerance for this behavior .
From my opinion, the biggest step in that war is mental; a war of thought, that's maybe 90% of it. Brute force comes last and in small percentage.
Terrorism didn't start with Muslims, it's a tactic used by "every country". Every military institution across the world use terrorism and practice it; if the world didn't put an end to strategic bombers, nuclear bombs and etc; how does it seek to end terrorism ?
Brute force to me, is just a bandaid..and as you said, that doesn't work. Ever. The blood will spill sooner or later.
