How are they going to say who is and isn't a Muslim, except taking people at their word?

Easy task - Everybody who has a large bard, is brown skinned and speaks something that resembles arabic from hollywood movies is a Muslim without any further doubt

Also, to make things easier we can lump brown asians, arabs Indians and other brown people in the same category, and consider them all Muslims

It's just being pragmatic, you know? It's not like there are white clean shaven Muslims out there...
