Fair enough; I'm sorry for taking umbrage.
I think much more important than a structured hierarchy in defanging militant Islam is the creation and thriving of solid civil institutions. After all, a Muslim "pope" would be able to declare jihad from centralized, organized power.
What is needed is the elevation of secular over religious authority, doubtful though such an outcome might seem.
