Well, there's still laws of the state, and atheists, as subjects of a state, are still technically bound to the laws of said state, just the same as any Christian, Jew, &c. Of course, like any other citizen, they can choose to follow those laws or not. Fortunately, most choose to follow them. You see, we recognise that laws come from people; but don't assume that precludes them from being good ideas.
