No it isn't, it's a parallel to the rise of Nazi Germany, and other dictatorships:

In the commentary track for the film's DVD release, Lucas admitted that the ceremony for the Emperor's arrival was inspired by May Day military parades in the Soviet Union.

Which GL has himself admitted to on I believe numerous occasions. This is all the more obvious with the prequels when you see Anakin as an aspiring young boy/man with talent, much like Hitler's youth.
