In this state the hetero age of consent is 17. The gay age of consent is 18. Biased? Yes. Rarely enforced with peers. However,with an age differential of 16:37, the guy WOULD be arrested if parents complained. If convicted,he would have record as a sex offender which would follow him for life.
The kid asked for advice,probably actually wanting affirmation,as I suspect he has no intention of giving up his boyfriend. A common view here is that at 16 he is not mature enough to go with an adult. That opinion isn't complex or even controversial. It's no accident that most countries have laws to protect children under 18yrs from being exploited and from their own poor decisions.
Of course he may well be a very mature 16 year old.That would be a first for me, as I've never actually met such a creature before.
