Our prosecutors are public servants. You can probably work out, from there, how we might get them to do their jobs......threaten their jobs for failing to do their jobs. I think that this is -bound- to be more successful than stoking the fears of nutballs (often enough with guns - as in the story in the OP) by proposing something unconstitutional...and even ignoring that, difficult to justify by law.
