Torture may not work against the people being tortured but it works against most of the people who aren't being tortured. The fact that you know you will be tortured is usually enough to ensure your compliance. It's the fear factor at work.
Um no, someone puts a gun to your mother's head, and says "give me your wallet or I'll shoot her", sure you will give them your wallet, but that is not the same as knowing if the wallet has money in it. People will certainly say lots of things under duress. It is also how false confessions can be gotten by police investigations without proper procedure, and that happens without torture.
Compliance to avoid physical pain, does not mean the person you are causing the pain to is telling you the truth, they most of the time are simply telling you what you want to hear.
