In fairness it was the UN which created the problem by stealing the Palestinians homes and giving them to someone else. One wonders if they did so because none of the victors of WW2 wanted a lot of jewish refugees in their own countries?
The English are the main cause of the problem. They wanted to steal Madagascar, Uganda, or Argentina as a homeland for the Jews. The Zionists insisted on stealing Palestine. So after making the Nazis the bad guys they were able to steal Palestine. And that's where we are today.
If ISIS never attacks Israel then we'll know that ISIS is a tool of Israeli terrorism.
