I think the Japanese came up with it. It was a form of humiliation. I guess it's better than getting a finger chopped off with a cigar cutter.
I just feel like showing off my porn knowledge here. From what I understand bukkake was actually created because of the laws in Japan which meant erect penises had to be censored. So the film makers got creative and decided to make a video where the main focus was on the ejaculation rather than the actual penis.
There are some stories that I think are myths I've also heard where women had to endure this as some sort of punishment for adultery although I can't really see that happening.
