Yes, it does. It "works" that way everywhere, because it's federal law.....but not only that..Indiana is one of the states with -further- redundent laws in that regard. That you think it doesn't work that way, or isn't...is part and parcel of our fictitious gun narrative and the support it creates for criminal behavior. Billy Bob may commit a felony and never get caught, but that doesn't make it legal...he's still a black market gun-runner and our system cannot abide those people. We can;t have the freedom to own firearms if the laws cannot or will not be followed by otherwise law abiding citizens...it's clearly disastrous.
Okay, it DIDN'T work that way in rural Indiana. I was there, I know that nobody got in trouble with the law for selling a crazy man guns.
