A heterosexual man can go into a men's bathroom and peep on a boy just as easily, much more easily. And most sane parents go into bathrooms with their kids and most of the time are in high traffic areas in any case. The room does not trigger the perp, the opportunity and isolation and power over the victim are what motivate the perp.
