Why?
80% of the population are white. And there's still almost as many attacks on black people then, according to that. So percentage wise and proportionally, there is far far more attacks on black people.
That's more attacks on white people. 90 is more than 80. Correct as a percentage, a larger percentage of minorities report racial attacks.
Additionally that's not just black people that's black or minority people, and it's not just a report based on black on white racism vs white on black racism.
Most of the offenders (57%) in the racially motivated crimes identified in the British Crime Survey are not white. White victims said 82% of offenders were not white.
Among black victims of race crime, a quarter of offenders were identified as not white. Among Asian victims, the non-white proportion rises to a third.
So just according to this report and comparing that to your estimation that 80 percent of the population is white, that would mean that within 20 percent of the population (none white people) there are people who commit 57% of the racially motivated crimes, that's just according to this report and your estimation.
I don't know why. From personal experience I know there's a lot of various Asian groups who sometimes have a tendency to dislike one another, Indian hindus, pakistani Muslims, Pathans, Afgans. It can get pretty territorial around Manchester and Birmingham with Asian gangs.
Additionally, this report is just based on a survey it's just based on what people claim. The article casts doubt on some of the claims of racist crimes since some Asians in the survey reported the theft of their car as being a racist crime. But there were possibly people of other races making similar exaggerations in similar ways.

Are you ready for the fire? We are firemen. WE ARE FIREMEN! The heat doesn’t bother us. We live in the heat. We train in the heat. It tells us that we’re ready, we’re at home, we’re where we’re supposed to be. Flames don’t intimidate us. What do we do? We control the flame. We control them. We move the flames where we want to. And then we extinguish them.
Impersonation is treason.
