Clearly one part of your brain is not sharing information with the other part of your brain. The result is, of course, incoherence.
We really don't have any strong military adversaries that we have to worry about. The only real reason to spend money on the military is to keep people busy building stuff and to maintain the manufacturing capability. Plus guys (and women) get to wear fancy uniforms.
