It increases the little green number beside (or across from) your name. It's a tally of how many people have said "I like this member!" Just a way of showing appreciation to each other.
On mobile devices, you often have to first choose "switch to full version" (right at the bottom of the screen) to be able to rep someone, due to some technical issues. After doing this (or if you're on a laptop) click on their green number. You'll see who has repped them already, and what comments they made. Then click "rate user", if you want to rep them. You'll get a chance to enter your reason for others to see.
There are only positive reps on this forum, and you can only rep each person once.
If you click on your own number (currently 2) you'll see who boosted you! (One of them was me, last month) I like to encourage promising new members.
