I'd be willing to bet it has to do with political systems, drug syndicates, and oligarchs.

And not getting any opportunity at landing a decent job or any job at all. Not that working in a foreign country for a pittence would be that much better, but it's hard to fight the illusion of opportunity. Even more so if you're only presented with the ideal and not the reality.
