You say that a tight-knit, honest community is of the highest value in your religion. You want a way to address actions that have harmed the community in some way, to hold the wrongdoer accountable and respond to the needs of the people who have been hurt, and the larger community.
How can you possibly think that stoning someone to death is the only solution? Are your communities really so bloodthirsty that the only way to satisfy their emotional needs is to have a brutal execution that everyone can participate in?
If you want a community solution, here's one for you - Restorative Justice:
If you HAVE to have some sort of punishment, there are all kinds of social sanctions that would be far more humane than stoning or beheading. Think of shame-oriented societies which use threats of social ostracism or sometimes even public humiliation. Not that I agree with these methods of social control either (they are often linked to high rates of suicide, for one thing), but surely DEATH BY STONING is not the only weapon in your community's arsenal. The poverty of your imagination is incredible.
You want a close community where people respect each other and own up to their actions. Why not just get everyone together so they can express the harm that's been done, and allow the wrongdoer to face up to his actions, take responsibility for what he did, perhaps receive some temporary social sanction, and then you can all work together at REPAIRING those treasured community relationships (like a civilized, respectful community would) instead of murdering your neighbors and daughters because some people had their feelings hurt.
And don't just repeat your damn 4-person rule. I don't care how many people saw it (or said they saw it). Two people responding to their sexual urges in a consensual way may offend some people (in the case of adultery), but those two people do NOT deserve death, I don't care what you say. People can and DO change, relationships get repaired. It's disgusting that you would throw a young life in the trash because of temporary hurt feelings. Who the hell are you to say that 'community' and 'relationships' matter most in your religion?

Wikipedia Wrote:...based on a theory of justice that considers crime and wrongdoing as an offense against an individual or community rather than the state.
Restorative justice that fosters dialogue between victim and offender shows the highest rates of victim satisfaction and offender accountability.
...restorative resolutions engage those who are harmed, wrongdoers and their affected communities in search of solutions that promote repair, reconciliation and the rebuilding of relationships. Restorative justice seeks to build partnerships to reestablish mutual responsibility for constructive responses to wrongdoing within our communities. Restorative approaches seek a balanced approach to the needs of the victim, wrongdoer and community through processes that preserve the safety and dignity of all.
