To me, Disney renting canoes at that pond sends a message that "no swimming" is not about any danger other than the water itself. Perhaps they didn't want to scare customers, but I think they should have had a picture of a gator along with a verbal warning.
As Min has already said, the fact that they are upgrading signage says that there is some admission of the current inadequacy of the ones in place.
The gators were an attraction for the rich people who went there for that express purpose. They were not considered hazards. The rich people fed them. They wanted the gators to have free range. Since the rich people were paying the bills they got what they wanted. The poor people from Nebraska were out of their neighborhood where they needed signs and fences to keep them safe.
