As I've mentioned before there are many problems with the system in America. Primary votes are not really elections, so perhaps there's less scrutiny over it than there should be - I don't really know. What I do know is that the system does not work as designed. Read the Princeton (2014) paper: "When the preferences of economic elites and the stands of organized interest groups are controlled for, the preferences of the average American appear to have only a minuscule, near-zero, statistically non-significant impact upon public policy."
Having worked as an election officer in California (managing a polling station) several times, I can say that primary elections there are regulated by a county-government agency, the same agency which oversees the general-election process.
They are real elections there, with votes tabulated by government agencies and subject to the same voting laws as the general election.
I cannot speak knowledgeably about other states, including Texas, where I have yet to serve in such a capacity. I hope to do so this year.
