No no no no no, he was not dodging his responsibility. This conspiracy crap is what both sides are falling for. That one person, while having a final say, is not the totality of all the investigators. To assume he is part of a conspiracy is absurd, considering he was a originally a Bush appointee then appointed by Obama and confirmed by the GOP. But again, you are assuming he alone did all the investigating and that is not how the FBI works, nor was he the only agent in on the investigation.
There were THOUSANDS of agents involved, as well as the State Department. This is as paranoid as when people say Bush had a hand in 9/11.
I found nothing inconsistent in his testimony nor contradictory. The part everyone keeps missing in all this is that those e-mails were also handled by no names non famous employees who ALSO did not get charged. And he brought up other cases where people DID. He was not playing favorites. The GOP is simply shitting it's pants once again over a decision that didn't go their way.
