The ot was a book written by hebrews specifically for hebrews. Why would they write rules for those outside their own tribe, when the whole goal of those rules was to specify who qualified as a hebrew? Just as rules developed in the qu'ran are for muslims only, and rules developed by the Zulu were for Zulus only and so on with any tribal or religious group you can care to name. Groups don't make rules for outsiders because they don't care if the outsiders obey the rules or not.
