You monitor ten people. Or an AI does it. It doesn't affect their lives at all. Until one of them thinks of killing someone and they actually intend to do it. Your computer determines that they could actually do it and are about to. Now then, would you rather use that information or not? Would you ignore it because it's "unethical"? Or would you go in, determine what happened to that person that they were going to kill someone, and solve the issue as peacefully as possible?
That's some scary shit man. It's like Minority Report.
It's scary enough on its own principle, not to mention how it could be corrupted with agendas and biases of the people in power.
It's the same thing we're already doing, except it would be more efficient. Instead of locking someone up after they commit a crime, you prevent the crime, discover why the crime was going to be made, and solve the problem.
