No it would be actual, irrevocable invasion of your mind with a presence and power you have no control or influence over.
You still haven't answer how the state/AI would technologically monitor thoughts....more utopia magic?
That is not what I am describing. In my scenario, not only would you have the choice to live in that society or not, you'd also be a part of the decision making based on your skills as evaluated by your peers(everyone else of your fellow citizens, more or less).
