I use upc in your fucking country and I get Blocked By Filter against a black screen when I try to access SFW sites containing the word "sex" in the page title.
Have you tried calling up the company or going to their website and asking them to disable parental controls? Just saying, It's a common feature with most ISPs throughout the world these days. It's not really "censorship" compared to what is happening in countries like China and Iran...
