Did you know that the government has a quota that it forces its people to meet? They don't care to fuck each other or anything. The Silicoid, really and truly, do not care. About anything.
Every one of their worlds is an intoxicated, radiated, polluted wasteland. Other governments have been known to send us their trash as we really couldn't care less. The leaders of the silicoid (ie: me, the empress) are the only ones that care about anything. And even we couldn't be bothered to care about others's morality and the pollution/toxins/radiation/waste.
