This process is call "individualization"
Aborted or miscarriage Soul have already individualized!
Abortion carries the same compensation laws (karma) as murder!
The Soul ALWAYS splits into 2! It's mathematically impossible not to!
Cloning? To have a Soul one must go through to natural process of conception! A Soulless being would not have to unique attributes that we all have as humans! I would think it would be like an animal, if it were done! The reason we are unique to all other animals is because of the Soul!
ALL Soul are unique! There are no 2 Souls the same! Or Soul halves!
They are not allocated; a specific personality of a Soul is attracted by the emotional (Soul) condition of both parents! In other words the parents choose the Soul! The Soul before in has individualized it is not conscious of self and so is not conscious of its free will! It is impossible to make choices in this state!
Each Soul half has unique attributes, the Soul half that is more "riskier" incarnates first, the other half will incarnate within 0-20 years of its mate, following the other half and waiting for an opportunity to also incarnate! As close a possible to the other! Parents permitting!
