It's not about how generous anyone is, it's about how much the state should be involved in supporting those at the bottom of the pile. Left wing tend to say they should get more involved whereas right wing tend to support businesses to create employment for people. I assumed you were talking about social welfare in regards to the bottom of the pile. Apologies for that.
