From the WaPo story published at the time it is clear that this was the Palestinian-called election which the US had nothing to do with. The Israelis, at their heavy-handed best, interfered to the point that they made Hamas look like the victims and probably assured them a majority in the parliament.
Clinton at the time was a Democratic senator from NY so you know she wasn't criticizing Israel because that's just not done so it seems that her target was either the Bush Administration, which reacted this way quoting Condoleeza Rice:
or she was criticizing Mahmoud Abbas who was much closer to the situation and should have read the tea leaves better before calling the election. Or, she was criticizing both.... which makes the most sense.
In any case, it should have been a warning for the later Arab Spring horseshit that when you give these people democracy they will instantly revert to the worst form. Much as the US did in 2016.
