All institutions are made of individuals. The problems of those individuals become the problems of the institutions, but we trust our institutions to winnow those problems out and have a supressive effect on whatever remainder slips through. When they fail to do so, or even worse, promote those problems as a matter of institutional operation..ala the chiraq pd violating civil rights as a matter of course, those who represent those institutions are accountable for the actions of the institutions they represent. When they then attempt to conceal those problems, when they complaign about basic principles of accountability and oversight - because hur dur, real tough job-, it goes a step beyond simple failure and into the territory of being unfit to represent those institutions...which is why we probe and reform police departments.
