Nah, looks to me like he charged into her office, yelled at her, was asked to leave and needed to give her neck a good massage.
Given the conduct of Scott Walker and his ilk and violations of the open meeting laws, this wouldn't be a new low, just an expected low.
Not that it makes it any less reprehensible or criminal.
