Yeah, that's pretty different from what you said.
What prevents them from suing the state, or its representatives?
To put it like so if the residents of flint wanted to sue the state it would have to go through Snyder's state approved board
and since it's going directly through the state the answer for the law suit of any sort even fore contaminated water would be a no.
So in other words the state set it up a system to were they cant be held at fault of any sort. Because you have to ask permission to sue them.
