I'm sure you could but, given that marriage is more complicated/binding arrangement than living together (in the UK common law man & wife), I think that being willing to legally "tie" oneself legally to another is one way of demonstrating that commitment. When you think about it marriage must mean something otherwise so many gay/lesbian couples wouldn't be so fired up about having the same rights would they?
