So it's OK for the parents to decide to mutilate the body of their child but not for the child to do it.

Do you not understand the rights of passage in most cultures involve circumcision? Right of passage meaning a boy taking the steps to being a man..
Therefore in those cultures no it is not ok for a child to make that decision.

So? Just because it's been done in the past when people were uneducated and superstitious means that they should continue mutilating their children nowadays?

Using your logic female genital mutilation is OK.
