Right under the Soviet Union's boot, of course.
That's not funny.

It's pretty much on the radar where I live. I wouldn't expect it to make global headlines though. Sad thing about it, it's business as usual in Romania. They didn't have a single non corrupt government since 1989. Introducing a law to go lenient on corruption takes the cake though. Far as I understand it though, they rowed back on the bill in the meantime and under pressure.
Actually one. The previous one. 1 year term. But highly demonized by the opposition, of course.

He basically said the government has made it illegal only if they steal above the amount of 24,000 of some currency, but the person in government at the moment stole exactly that amount and therefore won't be in trouble of any sort for it.
It's around $47k a year, which is 200k country currency. And the chariman of the ruling party is under investigation for having stolen less, somewhere about half.
The bold move was: It's either now or never. That is, just after winning elections but before the prosecution ends and his sentence given.
Bold move after: Some politicians in the ruling party laughed of the possibility of protesters going to be killed. Luckily, there were peaceful protests.
