It's what I think it is. Is it possible I'm wrong? Of course it is.
But the fact is, he invited her to a political event with the intention of making mention. If he simply wanted to pay tribute and bestow honor (as if he could add a scintilla of honor to Chief Owens's sacrifice), then the President could have paid a private visit to her.
So what. He invited her to be present at his speech to Congress so he could publicly pay tribute to her husband, Chief Owen. As other presidents did before him, he publicly bestowed honor on a fallen military service member. You may take issue with it but many others don't.
