Well, you don't have to look back too far to 2006 see all of the obstacles that lead the Bush Administration's to give up on their wall.

I'm going to assume that Trump has never even heard of that one.

Given that one of his spokeswomen apparently didn't know that Bush started the wars in Iraq and Afghanistan, that's a distinct possibility.
