He's learned from past mistakes. He knows there's no way he's rebranding himself as a social conservative given his record as governor. Additionally his questionable Christian identity would be a loadstone with the Iowa Republican crowd. He's putting his chips instead on New Hampshire and going for the fiscal conservative image. Given his record of draconian layoffs, he has a much better chance making that image stick.

It's the subsequent primaries that will determine who the Republican nominee will be.
