And indeed the great hope should be love for God and love for God, and greatest fear should be to have hate towards God and hate from God.

It means having high moral standards. Those with high moral standards need no punishment nor reward to be good. They only need to be good. Those who do good because some invisible sky wizard tells them to or he will punish them does not have very high moral standards.
