Some communities co-opt words for their own use. Not sure it's too much en vogue now, but when I was in San Diego, I had a group of gay friends that would call each other "fag" or "faggot." Amongst themselves, it was alright, but if someone they didn't know called them a "faggot" it meant something different.
Yes, it is a double standard. Sometimes 400 years of slavery earns you a double standard.
